Both Sam Altman and Elon Musk have mentioned the problem of scarcity of compute/dram and how local open weights models might not be the most sustainable solution. Would something like "net neutrality" for DRAM/compute be good, or bad? Should we allocate compute based on a dynamic market-based price mechanism? Should it go to the highest and best use? For my children, I need to generate mindmaps from image taken from books.
